Unissant provides comprehensive support to the Pharmacy Operations Division (POD) through direct interaction with the Military Treatment Facilities (MTFs), data and analytics delivery to all parties involved in pharmacy benefits management and delivery, and programming and database administration on behalf of MTF personnel requiring data, tools, and infrastructure to support analytical work.

 

Program Activities: Unissant’s activities in 2015 include support of the transition to Express Scripts for adjudicating MTF prescriptions, the rollout of ePrescribing at 158 MTF pharmacies, providing Statistical Analysis System (SAS) Business Intelligence (BI) expertise on analytic and monitoring projects for the POD, and delivering analytics support for local MTFs.

 

Transition to Express Scripts

Express Scripts assumed responsibility for adjudicating MTF prescriptions on May 1, 2015. Unissant supported the POD in ensuring the successful transition by developing advanced training/briefings, developing statistical reports to compare post-transition performance, and implementing a Pharmacy Data Transaction Service (PDTS) warehouse quality review post-transition. The PDTS warehouse quality review included the Data Management team analyzing and identifying changes in variables and field content, the SAS team developing statistical reports to analyze, the MTF team assisting with tracing data issues at the individual claims level, and the Data Management and Informatics Support analysts providing comprehensive QA support and monitoring all data issues in PDTS data.

 

Electronic Prescribing (eRX)

Unissant prepared 158 MTF pharmacies for e-prescribing by supporting and confirming site readiness including NCPCP/NPI registration and the Composite Health Care System (CHCS) preparation.  Our team promoted the use of ePrescribing by working closely with the MTFs and with their civilian providers to answer questions and solve problems. The team evaluated data sources and algorithms to determine metrics to monitor and tracked DHA progress towards reaching its goals for ePrescribing as a percent of MTF-filled civilian prescriptions.

 

SAS Business Intelligence for Pharmacy Operations Division

Unissant provided its SAS expertise in support of analytic projects for the Pharmacy Operations Division. Our team developed a demonstration dashboard with drill down capability for tracking medication adherence metrics. The resultant BI products were delivered to the DHA Healthcare Operations Directorate for incorporation into their site. Our team is enhancing multiple user level access to PDTS SAS analytics. Our team is extrapolating metrics from SAS to include in client briefing materials including staffing models and brand to generic metrics.

 

Analytics Support to Local MTF Pharmacies

The Unissant team is supporting local MTFs with information to support a multitude of actions including formulary management,PASS retail recapture, efficient staffing, and fraud detection. Unissant supported numerous evaluations of compound drug prescribing and spending to identify possible fraudulent practices, dangerous/ineffective compound components, and opportunities to reduce DHA spending through policy changes on compound drug prior authorizations. Our team evaluated using M2 and MDR as a supplementary source for improving identification of MTF providers.

 

 

Outcomes

 

The Unissant team developed a data monitoring capability and process to identify data issues and resolve them with government partners. We developed algorithms for the calculation of metrics that monitors DHA progress toward ePrescribing. Working with SAS BI, we developed a dashboard to track medication adherence. Finally, we supported the evaluation of compound drug prescribing to identify fraudulent practices and dangerous or ineffective compound drug combinations, and identified opportunities to reduce DHA spending through policy changes to compound drug prior authorization.
