Reston, Virginia, May 20, 2010 – Continuing its success in providing enterprise computing solutions to the public sector, Unissant, Inc. recently completed the assessment and evaluation of the Resource Allocation System (Subsidy and Grants Information System – SAGIS) for the Office of Public and Indian Housing (PIH) at the U.S. Department of Housing and Urban Development (HUD).

Unissant worked alongside HUD program areas, federal agencies, and industry leaders to identify the grants management landscape and to deliver a cost-benefit analysis in the most unbiased manner possible.  The study focused on three major aspects: (1) financial effectiveness/viability; (2) operational effectiveness; and (3) current and future-state capabilities and functionalities.

The cost-benefit assessment included a study of the current system and its life-cycle, including reviews of functional requirements documents, investigative analysis of current enterprise systems, frameworks and documents, performance measures, and reviews of enterprise architecture blueprints and operational costs.  The study identified gaps and provided recommendations and an independent perspective on the future-state Integrated Enterprise Grants Management System.

The exceptional work performed by Unissant, enabled the HUD Contracting Officer’s Technical Representative (COTR) to provide Unissant with a rating of “5 – Outstanding” across all Contractor Performance Report (CPR) areas.

According to the HUD COTR: “The extent of the project, which provided system functionality for five program areas within HUD’s PIH division, required extensive interviews with many HUD personnel to determine expectations, real results and processes for meeting individual and collective requirements.  In addition, to develop a basis for follow-on recommendations, Unissant reached out to internal HUD and external government and non-government organizations to develop fact based analysis and recommendations.  Unissant deliverables indicated that they gained a thorough understanding of the program areas, their expectations and their satisfaction or dissatisfaction with the delivered system functionality.  In addition, the market analysis left little doubt as to the validity of their analysis.  The deliverables were clear, complete and professional.  An outstanding product/ service to the government.  All internal HUD customers were very impressed with the quality of service provided by Unissant”.
